The NDA follows a structured approval process:

• Concept Note Submission: Project proponents submit their proposals to the NDA Secretariat.
• Administrative Screening: The NDA Secretariat reviews the eligibility of the concept note.
• First NDA Members Meeting: The project is either accepted, referred for further examination, or rejected.
• Second NDA Members Meeting (if needed): Further evaluation of referred projects before final decision.
• Final Approval: If accepted, the NDA issues a No-Objection Letter, allowing the project to proceed with GCF funding.

The following entities can submit climate project proposals to the NDA:

A No-Objection Letter (NOL) is an official document issued by the NDA, confirming that a project proposal is aligned with Libya’s national priorities and has no objections from relevant stakeholders. This letter is required before a project can proceed with GCF funding.

The NDA supports national entities in the GCF accreditation process, which includes:

• Meeting GCF fiduciary, environmental, and social standards.
• Demonstrating technical capacity to manage climate finance.
• Aligning institutional objectives with climate adaptation and mitigation goals.

Once accredited, entities can directly access GCF funding for their projects.
