1. BACKGROUND AND RATIONALE

Libya earlier benefited in 2018 during the first phase of preparation from GCF support to prepare for climate finance. The Libya Readiness Project phase 1 aimed at strengthening the capacities of the National Designated Authority (NDA) to fulfil its roles and responsibilities in connection to the GCF and coordinate with different stakeholders. This resulted in the creation of the GCF NDA, which is the main beneficiary of this project, the establishment of a non-objection mechanism, the development of a communication strategy and a gender study, as well as help fill some in capacity gaps and to promote the effective participation of relevant stakeholders (public and private sectors). 

This project aims to identify and strengthen the capacity of potential national entities to meet the accreditation requirements of the GCF, and provide support for the development pipeline of high-quality project concept notes for priority mitigation and adaptation projects. Further, the engagement and the role of the private sector and the civil society will be at the core of this proposal. This will strengthen the country ownership and harness the role of the stakeholders in supporting the country mobilization of resources for climate change projects.

More specifically this project will: 

• Enhance the capacities of the NDA and the National Focal Point (NFP) through the creation of a permanent secretariat;
• Identify suitable entities for accreditation and roll out a clear action plan for the accreditation of the direct access applicants and accredited entities including timeline for addressing the different gaps;
• Further strengthen stakeholders’ engagement following a gender sensitive approach, capacity development of relevant stakeholders on planning, programming and implementation of GCF-funded activities;
• Establish a public-private partnership which will foster the role of private sectors in climate finance, and leverage their capacity to implement programming priorities;

More particularly, the specific objectives include the support to NDA for the preparation of: 

• A strategic priority projects to be submitted to the GCF, through a transparent, inclusive and consultative process;
• A country Program with strategic climate projects and ideas that outline immediate, medium and long-term priorities in line with national climate change policies and plans;
• A Framework and mechanisms to monitor and evaluate GCF’s projects;
• Communication tools to increase the engagement of stakeholders
• Two concepts note for public sector project to be submitted for GCF. 

Consultation process included a consultation with the technical and financial partners that was held in Tunis on 15th, December 2025 followed by a consultation mission to Tripoli from January 25th to 28th 2026 to meet key stakeholders and collect information required for the project, through the organization of collective workshop as well as B2B meetings with key stakeholders. The last consultation workshop took place in Tripoli from April 5th to 7th, 2026 to present and discuss the budgeted strategic roadmap in order to further elaborate on the proposed activities and planning.

Furthermore, as part of the mission activities, the consulting firm continued to gather information to (i) develop the country program to be submitted to the GCF, (ii) develop two concept notes for two priority projects to be submitted to the GCF, and (iii) select two entities for subsequent accreditation to enable direct access to GCF funding.

Within this context, this workshop is planned to present the various results achieved so far and to collaboratively develop these results with different stakeholders.

2. OBJECTIVES AND EXPECTED RESULTS OF THE WORKSHOP

The workshop, will be held from 4 to 6 August, aims mainly to:

• Discuss and enrich the GCF country program and M&E system
• Discuss the two concept notes and ensure that these projects align with national priorities.
• Present initial findings on the process for selecting DAE and identify the data needed to finalize the process.
